What are the best spacing between front and back racks and should front rack be flush with front of cabinet.

The spacing is flexible depending upon what size plates you want to store. I would adjust the spacing so that the plates are securely stored. If you are using this in an open cabinet the front rack could be flush. Just remember that the plates will protrude somewhat.
